[refs#IMIK7-164] fix (Configuration): RunTime mandatory parameters modified
The parameters that were set to mandatory = false that referenced a static file have been set to mandatory = true. The areaNearCityCSV pattern has been set to empty because it was causing an error in the new connection configuration.
